No horse-drawn carriages in Panama City Beach, and no elephant-drawn carriages either!

The Panama City Beach City Council has dispelled any doubts about their feelings concerning horse-drawn carriages. For many years, carriage horses have been prohibited along the beach during the spring and summer months. But at a recent meeting, the city council decided to outlaw all horse-drawn carriages as well as the riding or driving of any animals along Front Beach Road, except with a parade permit. (An article in Sunday’s Panama City News-Herald noted ARFF’s criticism of a proposed ordinance in 1998 that would have allowed carriage-horses.) Council members were convinced animal-drawn vehicles are a safety hazard.
